Local Revision of Pavement Performance Index Weights by Modified Analytic Hierarchy Process
The weights of pavement performance indices, i.e., Pavement Surface Condition Index (PCI), Riding Quality Index (RQI), Rutting Depth Index (RDI), and Skid Resistance Index (SRI), in JTG H20-2007 (China Highway Performance Assessment Standards) cannot properly reflect the pavement performance status of expressways in Liaoning, northeast of China, where rutting and cracking are more serious than roughness. Therefore, a questionnaire was developed to collect the experiences of experts in Liaoning to gain the local weights for the four pavement performance indices based on the analytic hierarchy theory. The questionnaire adopts a modified table where the whole sequence of the four indices is determined according to importance, and then the detailed importance comparison between the adjacent indices is judged to solve the problem. Therefore, it is hard to pass the consistency checking for the pair wise comparison matrixes. At last, the local weights of the four indices are determined by analyzing the results of sixteen valid questionnaires. It is shown that the pavement performance of Liaoning expressways is over evaluated when using JTG H20-2007.
