"The Great Wall of Louisiana" Protecting the Coastline from Extreme Storm Surge and Sea Level Rise
Construction of the IHNC (Inner Harbor Navigation Canal) surge barrier wall is now complete. Over 7600 feet of surge barrier, rising 26 feet above the adjacent wetlands, was constructed in 15 months. The barrier design combines state of the art soil-structure interaction analyses with proven foundation and concrete construction techniques to achieve remarkable success in a design-build fast track environment. Final detailed design and review of the floodwall paralleled the actual construction to expedite the project. This paper describes some of the challenges successfully addressed by the owner (US Army Corps of Engineers - USACE), the builder (SHAW Environmental & Infrastructure), and the floodwall surge barrier designer (BEN C. GERWICK, INC., as part of the INCA/GERWICK JV). Technical components of the surge barrier structure, and techniques used to allow the rapid construction are described. The surge barrier design can be adapted elsewhere to address surge conditions caused by hurricanes, sea level rise, floods, or other wind driven surges.
