Situation, Problems, and Countermeasures of Urban Utility Tunnel Based on Public–Private Partnership
The development of economy would be promoted by the application of PPP model in urban utility tunnel and other infrastructure, which is an effective way to take market resources. Based on analyzing the present situation and problems of China’s current PPP model applied to urban utility tunnel, the result shows that the important problems are lack of cost-sharing mechanism, high-level law, distribution principle, and integrity and contractual spirit. Based on these problems, this paper put forward some countermeasures and suggestions, such as optimizing the financing policy environment, strengthen integrity mechanism between government and social capital, strengthen risk management and optimize risk allocation mechanism, which promote the implementation of utility tunnel based on PPP mode.
