Nashville's Performance-Based I/I Reduction Contract
Nashville's Metro Water Services Department (Metro) has embarked on a one-of-a-kind design/build contract to reduce infiltration/inflow (I/I) from a large sewerage basin, Whites Creek. Nashville and other cities have used design/build and performance-based contracts for many types of construction projects, but not for sewer rehabilitation. Typically, cities and their engineers design sewer rehabilitation projects, issue a detailed set of bid documents, and select the low bid contractor. Contractors and engineers are compensated regardless of the effectiveness of their solution. However, for the Whites Creek project, Metro required proposals to include engineering and construction services and to link compensation to demonstrated performance.
