History and Future of Flood Control
The flood-control program in the United States developed as the country grew. At first, individuals struggled with the flood problem; then, as population increased and more people occupied the flood plains, flood losses became greater and local governmental units worked with the problem. Larger units assumed the work until finally the Federal Government accepted much of the responsibility. The development of this federal interest as it emerged from the national interest in commerce is described chronologically.
