Policy Issues Concerning Water Quality/Quantity
Although the necessity for coordinating water quality control with other project purposes has long been recognized, the President's water policy initiatives did not come to grips with the problem. National water quality objectives cannot be achieved without more attention to related matters, including stormwater management, soil erosion, water supply, and land use planning. Similarly, important water quantity objectives often involve necessity for water quality control. The paper considers water quality/quantity interfaces, including the relationship of planning to decision-making, alternative criteria for planning, and alternative arrangements for planning at Federal, state, and local levels.
