Insufficient wastewater treatment capacity was preventing development in a section of Pennsylvania’s Chester County. In response, the Oxford Area Sewer Authority expanded its treatment system, taking the opportunity to upgrade its existing aerated lagoon approach to a mechanical treatment system. By constructing additional storage and expanding its use of spray fields to dispose of treated effluent, the authority was able to end its moratorium on accepting new connections and can now again facilitate local economic growth.
