Kern River # 1 Hydro System — Forebay Upgrade and Rehabilitation
Southern California Edison has begun an extensive rehabilitation program of their Kern River hydroelectric facilities. Most of these hydroelectric systems were built nearly one hundred years ago, and have been in nearly continuous operation ever since. Located in the Kern Canyon, 16 miles east of Bakersfield, California the Kern River #1 forebay is located over 900 vertical feet from the valley bottom, and with the only access to the site via a gondola or through tunnel adits, rehabilitation of the penstock required an innovative design and construction approach. To meet the design standards of the California Building Code, as well as ACI 350 — Environmental Engineering Concrete Structures, a composite wall section system was finally selected as the most viable design alternative. In consideration of the stringent specification requirements coupled with the concrete transportation constraints, quality control measures were implemented and enforced during construction. Completed in early 2006, the forebay rehabilitation was a successful project incorporating new gates and control systems, and is designed to resist the expected hydrodynamic and seismic loads. The paper also covers the original design with photos of its first years in service.
