Creating Guidelines for Residential Foundation Engineering
Texas Section ASCE adopted two guidelines for residential foundation engineering at the Fall 2002 section meeting. One was titled `Recommended Practice for the Design of Residential Foundations,' and the other `Guidelines for the Evaluation and Repair of Residential Foundations.' The section began this work in 1999, mostly in response to a Policy Advisory issued by the Texas Board of Professional Engineers in 1998. Many ASCE practitioners believed that technical guidelines such as were included in the state's Policy Advisory should more rightly be created by a technical society such as ASCE. The State Board essentially rescinded the Policy Advisory pending the results of the ASCE effort, and copies of the ASCE guidelines were presented to the State Board in January 2003. The 4-year effort involved more than 47 ASCE members from across Texas. This paper provides a brief history of the effort, discusses how the effort was structured, and reviews some of the technical aspects of the guidelines.
