Research on Construction Project Safety Management Model Built by Owner and Contractor
Besides the contractors lacking of safety management ability, another important reason lead to construction accidents lies in the owners seldom participating and supporting construction safety management. The attributes of owners and contractors and their game relations were analyzed and the problems between the owners and the contractors during construction safety management were expounded. One co-construct’s safety management model was proposed based on the goal of mutual safety management both the owners and the contractors. This model emphasizes that the two parties jointly should compile safety management manuals, procedure documents, and work instructions before the commencement of work so as to regulate the behavior of owners and contractors in the construction process, reduce argument in the process of the project construction, and finally prevent and control construction accidents effectively.
