Development of Rating Criteria for Resilience Performance of Transportation Project Delivery: A PCA-Based Approach
Resilience has been widely studied for evaluating existing transportation infrastructure conditions by focusing on the loss of function due to an adverse event followed by the amount of function that can eventually be recovered. Beyond existing infrastructure, the research regarding resilience over the project delivery processes is lacking. This study develops a set of resilience factors that evaluates and synthesizes the various aspects of resilience over different project phases for transportation project delivery. The rating factors are identified from the literature and validated by a survey questionnaire with industry experts. The survey response data are analyzed using the principal component analysis (PCA) approach, which extracts seven underlying components (primary evaluation criteria) from the identified resilience factors. The components provide valuable insight concerning how the industry experts perceive the importance of different resilience criteria. The findings from this study can guide practitioners to recognize the necessity of resilience for transportation project delivery and lay the foundations for developing a resilience rating tool in future research.
