This paper studies the road toll policy, and builds a road data model toll management. Road interchanges and road sections are abstracted into nodes and route segments in this model. Topological relationships between nodes and route segments are established. Various charging parameters are expressed as network properties of each element to get a universal and efficient highway network model. Model storage and hierarchical structure is described and a program implementation is also given.
