As one of the earliest large cities facing the bottleneck of land resources in China, Shenzhen has made its efforts to promote urban renewal to sustain urban development. Amounts of urban renewal projects have been listed in urban renewal plans since 2010, yet only a small portion of these projects have been implemented. This paper therefore aims to investigate the determinants of implementation of urban renewal projects in Shenzhen. More specifically, we explore and compare how the factors affect implementation of urban renewal projects located in SEZ (special economic zone) areas and non-SEZ areas. The empirical analysis is based on logistic regression models using authoritative data from government departments and field surveys. The results show that the implementation of the urban renewal projects in SEZ areas is mainly affected by location conditions and property ownership factors. The implementation of the projects in non-SEZ areas is mainly affected by location conditions, property ownership, land use status, and planning factors.
