Toward Sustainable Financial Innovation Policies in Infrastructure: A Framework for Ex-Ante Analysis
Innovative financing emerged to complement traditional financing structures in closing the gap for infrastructure financing. The key to sustainable financial innovations is policy analysis. The objective of this paper is to create and test an ex-ante policy assessment model as a part of a System of Systems analysis framework to assist policy-makers in examining innovative financing alternatives. A hybrid Agent-Based/System Dynamics model is created to perform the following: 1) captures the emergent dynamics of private investment in infrastructure by simulating the activities and institutions of the players at a micro level, and 2) analyzes the determinants of financial innovation at a macro level. The significant parameters and variables for policy-making are identified through Meta-modeling. The application of the methodology and its implications are then discussed using a hypothetical case. This study illustrates the potential for the methodology to be used and tested for ex-ante analysis in innovative financing policy-making in infrastructure systems.
