The structural engineer designs members, provides connection details, and specifies material grades. The contractor bids on the project, orders materials, and constructs the structure. How is quality assured? How can the owner and structural engineer be confident that the provided details are properly constructed? The structural engineer performs observation several times during construction. The special inspector reviews specific materials and installations. The building inspector reviews for public safety. How can construction defects be mitigated? How can the quality of construction be maintained, and by whom? This paper will demonstrate how a lack of coordination, false expectations, and an overemphasis on cost and schedule can affect construction oversight quality and will provide recommendations for how team members can establish accountability, quality standards, and lines of communication. Furthermore, this paper will discuss effects of the emergence of the combined owner/builder entity and stresses from the economic cycle.
