Developing a Public Sector Comparator for Urban Rail Transit BT Projects
Some urban rail transit projects have been developed under the build-transfer (BT) procurement strategy. However, it is difficult for governments to make a choice between BT and traditional procurement strategies without a Public Sector Comparator (PSC). In order to develop a PSC, this paper first analyzed cost components of urban rail transit projects and built a project costing model. Then, key risk factors of urban rail transit projects were identified, evaluated and introduced into the project costing model to build a PSC. Finally, comparison between the PSC and a BT contract price can derive the value for money (VFM) of a BT strategy. VFM can be used to decide whether the BT strategy is better than traditional procurement strategies. A case study showed that the PSC was valid and useful. It is hoped that the PSC would be helpful to the government in choosing procurement strategies for urban rail transit projects.
