Impact of Inspector's Experience on Owner's Liability
Inspection of construction methods and procedures is a very important part of the total process of constructing a facility. This inspection is accomplished by the total efforts of the resident engineer's staff and all the people involved with quality control and quality assurance programs. The lack of proper field experience and training of key individuals has had a significant impact on the liability and increased costs to the owners. Many of these additional costs such as extended overhead and delay costs to contractors can be directly traced to the lack of adequate experience of the inspectors. The industry has not put proper significance on adequate education, training and experience of the total inspection team. This is reflected by the salary structures and lack of accountability of the individual as it relates to their decision and actions.
