In order to guarantee the scientificalness, systematicness and applicability of village and town construction standard system, solve the current problems such as standards inadequacy, standards confusion and standards misarrange, and provide a theory basis for establishing village and town construction standard system in China. This article draws on the research ideology in the field of software requirements engineering. Start from the present situation of villages and towns construction in China. To explore the demand problems' framework of village and town construction Standard system, accordingly analyze on the Requirement Engineering of Village and Town Construction Standard System, establish the reference model of village and town construction standard system requirements, and further study on the characteristic of village and town construction standard system requirements in China.
