Synthesis of Challenges for Public–Private Partnerships (PPPs) in Transportation Infrastructure in Southeast Asia
With some of the highest population and economic growth rates globally, five developing countries in Southeast Asia—Vietnam, Thailand, the Philippines, Malaysia, and Indonesia—face urgent transportation infrastructure needs. Decreasing access to traditional sources of financial aid and increasing budgetary deficits in these countries have reduced the capacity of conventional approaches for infrastructure delivery. Consequently, their governments are promoting public–private partnerships (PPPs) as one solution to address these needs, but they are still struggling with many challenges. While the literature has identified some country-specific challenges, a comprehensive synthesis of common and unique challenges among the countries is still lacking. This investigation addresses this shortcoming by identifying 40 challenges found in 33 sources in both academic and non-academic literature based on the frequency of occurrence. The major challenges identified include: legal and policy issues, effective procurement processes, and financial market access. This synthesis establishes what key issues need remedying in these Southeast Asian countries before PPP implementation can be effective.
