Until within a few years, the improvements secured in the housing situation were almost exclusively through the creation and enforcement of tenement house laws. The possibilities of improvement were greatly increased when the power of zoning was given communities, beginning about 1916 in New York City. Since that date, enabling acts have been passed in many States and the zoning idea has spread rapidly.
