Large-Diameter Pipeline Construction through an Urban Corridor: The Westside Header Relocation, Phase 2 Project
Constructing a one-mile-long, large-diameter water supply pipeline through downtown Portland and nearby urban neighborhoods presented a variety of challenges. Extensive coordination, communications, and public relations were necessary throughout the project's duration. The patience of residents, nearby businesses, and the commuting public was taxed repeatedly by long traffic delays and construction noise—both day and night. Besides the many known conflicts that were identified in the design phase, numerous unanticipated surprises were encountered during construction, resulting in lengthy delays and costly change orders. This presentation will focus on the efforts made by the project team—the Portland Water Bureau and contractor—and what was done to overcome the obstacles encountered and construct the project successfully, and the many lessons learned along the way.
