In the first year of operation, the reservoir had experienced significant seepage and tensile cracking in the embankment and may have jeopardized dam stability. Routine maintenance had been performed since 1953 and annual survey movements conducted since 1968. Measuring weirs located downstream of the project have always shown reductions in measured flows after repairs were made. Survey data indicated that between 1968 and 1990, the rate of movement and settlement of the embankment had decreased. However, the movement was still continuing. It was estimated that up until 1991, Dam A and the western portion of Dam B were moving at a rate twice that of the eastern portion of Dam B. This differential movement manifested the tension cracks and sinkholes in the northwest end of the reservoir.
