The planning of turnpikes is a task that makes demands on all the resources of the engineer. Legal, economic, and engineering considerations are of great importance. Following the passage of suitable enabling legislation, reports must be prepared which provide the investor with a clear picture of the project and an indication as to how the money is to be spent and returned. Because the interest on the indebtedness is highest during the construction phase when income is nonexistent, it is imperative that construction schedules be as accelerated as possible. The phases of construction should be so arranged that there is little time lost because of poor planning.
