Underwater Inspection Risks
A systematic approach for dealing with underwater inspection risks is examined. It consists of developing an underwater inspection program during the design stage and including the program in the project documents. The underwater inspection program is based not only on utilizing the most appropriate inspection techniques, but also on the identification of inspection failure by error type, risk elimination, and risk allocation on a voluntary basis. Proper risk allocation is of particular importance to the resident engineer on a marine construction project. Because he typically relies on diver reports to insure that underwater work is in accordance with plans and specifications, the engineer puts himself at risk by making frequent decisions based on others' observations.
