Best Practices for Owner QA and QC Procedures for Large Diameter Pipelines
Quality Assurance and Quality Control (QA and QC) are normally the contractual responsibility of the Construction Contractor; however, prudent Owners should also provide some level of QA to "check the checkers" and provide an independent level of assurance that the work is proceeding in accordance with the contract documents. The increase in quality of the constructed project will more than offset the time and money spent by the Owner on QA activities. This paper describes the typical roles of Quality Assurance and Quality Control personnel on pipeline projects and the practical applications in the field. The paper also describes some of the best practices for Quality Control inspections, testing procedures, testing frequency, and impacts of poor quality. In particular, the paper focuses upon the following QC activities: 1) In-place density tests and inspection of bedding, embedment, and backfill, 2) Internal pipe deflection measurements and inspections, 3) Field welding tests and inspections, 4) Inspections of heat shrink sleeves using weld after backfill procedures, 5) Hydrostatic and leak testing, 6) Testing of corrosion monitoring and protection systems, 7) Factory tests of pipe.
