Disaster Recovery Planning: Lessons Learned from Past Events
This paper looks at some past natural disasters and discusses some challenges for recovery and steps taken to locate and rebuild safer. Examples are provide from: (i) Hilo Hawaii (1946 and 1960 tsunamis), (ii) Valdez, Alaska (1964 earthquake and tsunami), iii) the Sichuan Earthquake (2008) with over 80,000 casualties and (iv) Louisiana after Hurricanes Katrina & Rita (2005), where over 250,000 houses were damaged or destroyed. This paper is based on some historical research, as well as local observations, field reconnaissance, working with local governments in recovery and interviews. Additional research in this area is being conducted using the concepts in this paper as local governments in Hawaii are in the process of developing recovery plans, guidelines, policies and rules to recover from natural hazard events.
