The old activist paradigm has been expanded to include the Internet and the speed it provides. As a result of this, a new type of activist group, the "Virtual Activist Group" has sprung up. A recent example of a successful application of e-mail and the rapid data access offered by the Internet and associated tools, is the successful campaign by the Ocean Outfall Group to pressure the Orange County Sanitation District to abandon the use of the 301 h waiver section of the Federal Clean Water Act. Activists must be aware of the disparities in effectiveness of electronic advocacy and also the resources now available on the Internet. Agencies and elected officials must be able to evaluate and respond to this new form of communication and provide tools for the public to access information.
