The construction process in fact is a change of culture social. The changes in people as entirety can be developed by government that means represent the power of renewal in society. In the frame of changes expanding to the better situation namely development. The government of developing countries ofgten do on the programe. The planning is used as an instrument to get aim of cultural changes to be better ad orderly. The planning of city area is a form of region development planning.If we allow the city develop out of control it will make the miserapolis. But it we do the good planning, it will take the technopolis realizable, that is an ideal and pleasant city. Descriptive study of arrangement Sumber town and its marginal area make known that Sumber town and its marginal area get sub urbanization from Cirebon city and little towns around Sumber town (as mother town of Kabupaten Cirebon). This situation will walk faster than time and acceleration of supposition concept of General Planning of Sapce System (RUTR) Kabupaten Cirebon and readness of suburb area of Sumber town to prepare occupy plaeces.
