MEMBANGUN KESADARAN HUKUM MASYARAKAT TERHADAP KEBIJAKAN PENANGGULANGAN BENCANA MELALUI PROGRAM KAMPUNG SIAGA BENCANA DI KELURAHAN TORONIPA KECAMATAN SOROPIA KABUPATEN KONAWE
Based on DIBI (Indonesian Disaster Index Data) data, there were 104 disaster events recorded in Southeast Sulawesi Province in the 2017 - 2021 period. In June 2019, North Konawe Regency was hit by major floods in 7 districts with a total of 18,765 affected population (DIBI, 2021). Based on the 2021 Indonesian Disaster Risk Index (IRBI), Southeast Sulawesi Province has a high risk index with an index value of 157.90 (high). The threats of disasters that occur include earthquakes, tsunamis, floods, tsunamis, landslides, forest and land fires, droughts, extreme waves and abrasion. In order to reduce disaster risks, both preventive, emergency response and disaster mitigation to post-disaster rehabilitation and reconstruction, the central government and local governments have carried out various programs as an effort to achieve disaster management goals as mandated by Law Number 24 of 2007 concerning Disaster Management, then other regulations in the Regulation of the Minister of Social Affairs of the Republic of Indonesia Number 128 of 2011 concerning Disaster Preparedness Villages. Meanwhile, BNPB established Disaster Resilient Villages based on BNPB Head Regulation Number 1 of 2012 concerning General Guidelines for Disaster Resilient Villages. Disaster management efforts that have been implemented by the central and local governments have not been fully implemented properly, this is because there are still many people who do not understand policies related to disaster hazards and disaster management efforts. The community also does not understand how important disaster prevention and management efforts are. So that efforts are needed to assist the government in realizing disaster management can run well, namely through socialization to the community related to disaster management policies through the disaster preparedness village program.
