Assessment on Challenges of Roads Construction Projects in Ethiopian Roads Authority : The Case of Projects administered by Centaral Region contract Management Directorate
The purpose of this study was to assess the challenges facing the federal road projects administered by the Ethiopian Roads Authority, under the CRCMD. The objectives of the study were to assess the major and frequent problems that affect the performance the construction works of the roads projects, to identify the contributing factors for the given challenges under CRCMD, and agreement on the degree of impact for each challenge. The study adopted descriptive research design while target population would be forty-five respondents under the CRCMD road projects and structured questionnaire was distributed, to different construction projects participants under the CRCMD, such as consultants, contractors, and employers. Data were analyzed using descriptive statistics such as percentage, frequency, and mean. Findings of the research revealed that cash flow related problems and design- related problems were the highest-ranked factors that pose a major challenge and frequently occur in road construction. Where, Insufficient projects planning, case of expropriation (right of way ) delay in the removal of obstruction, environmental impacts, delay in interim payment, cost overruns, delay interim payments by clients, and occupational Safety and Health, inflation in the foreign exchange rate and lack of good communication were then ranked from high to a low degree of impact facing these road projects. Therefore, challenges found in road construction might be eliminated by learning, by planning mechanisms for the upcoming project properly and by identifying possible problems at the early stage of the project
