Leistungsfähigkeit und Grenzen kommunikativer Planungsinstrumente : am Beispiel nachhaltiger Freiraumpolitik in Stadtregionen
In recent years communicative instruments of planning have gained importance. Research and practice give ample evidence of this increase in significance. However, hardly any attention has been paid to the question which specific potentials are inherent in communicative instruments of planning and which restrictions their use involves. Based on the example of urban-regional open-space development, the thesis deals with these questions and presents a systematic analysis of the potentials and restrictions of communicative instruments in the context of other planning instruments. The basic hypothesis is as follows: the strategic use of communicative instruments of planning can extend the efficiency of established planning instruments, such as regulative instruments, financial incentives, organisational development, or market involvement. Against a background of a) increasing land use by settlement expansion and b) deficits in governmental steering ability, and in defining its position in planning theory ("cooperative state"), the thesis researches, in a deductive way, potentials and restrictions of communicative instruments for open-space planning on the urban-regional scale. As a main result, five areas of performance are described: to increase the integration of interests and actors, to promote acceptance and identification, to improve the quality of solutions, to ease processes of learning, and to encourage the implementation of concepts. The two case studies Green Belt Leipzig (Grüner Ring Leipzig) and Landscape Park NiederRhein (Landschaftspark NiederRhein) are practical illustrations of open-space planning and the use of communicative planning instruments in connection with other available instruments.
