Territorial impact assessment - Large infrastructure investments along EU transport corridors
The project has developed a tool and method to assess the impact of large infrastructure investments along international transport corridors. The method helps decisionmakers and stakeholders to qualitatively analyse and illustrate how effects generated by cross-border infrastructure investments on the transport corridors spread across geographies. The methodology has been applied and tested in pilot studies, the results of which is the basis for a refinement of the methodology and tool in order to become more generally applicable. The tool developed in this report focuses on passenger travel, with a future extension of the tool to incorporate freight travel, as a recommended next step in the development. Many different models and methods beside the one developed in this project are used to evaluate the potential impacts of transport corridor projects and to support decision-makers in their planning and design process. The project has found the EU ESPON TIA tool (Territorial Impact Assessment tool), to be a good starting point to further develop a tool for assessing impacts of large infrastructure investments. It combines three different parts: • Exposure - qualitative given intensity by which a measure potentially affects specific classes of areas, e.g. urban, rural, densely populated, harbour regions, etc • Territorial sensitivity - how single territories/regions are subject to impacts in specific exposure fields, due to their socio-economic and geographical characteristics and to the social values and priorities. • Territorial impact is the final, likely effect of a given measure as a product of exposure and regional sensitivity. The model combines policy specific characteristics with territory specific characteristics and includes both quantitative data and qualitative aspects. The analytical procedure, in order to arrive at the territorial impact assessment, is intended to be conducted in direct dialogue with stakeholders.
