ANALYZING CAUSES AND EFFECTS OF DELAY IN LEGEDADI DEEP WELLS WATER SUPPLY DESIGN AND CONSTRUCTION PROJECT
Construction delays can be defined as the late completion of work compared to the planned schedule or contract schedule. Construction delays can be minimized only when their causes are identified. The objective of this study was to identify the major cause of construction delays, the effects of delays, and methods of minimizing construction delays. This study was carried out based on literature review, project document review and a questionnaire survey. A total of three groups, Client, Consultant and contractors were contributed to this analysis of cause and effects of delay in Legedadi deep wells water supply design and construction project. The questionnaire survey was distributed to the target respondent specifically to those experts involved in the study/design, construction or in both stages of the project. The objective of was successfully achieved. The top Four most important factors that contributed to the causes of delays were; 1) Unreliable short design duration. 2) Late in revising and approving design documents, 3) delays in sub-contractors work and 4) External factors (unforeseen site conditions). Consultant related delays were ranked the most significant groups that cause delays, followed by client related delays and contractor related delay and the last ranked delay factor were external factors.Time and cost overrun were the common effects of delays construction projects. Activities during study/design like, mistakes in procurement caused by wrong overestimated quantity, incorrect or incomplete design inputs, poor field investigation and clients weak follow-up starting from study design stage up to project commissioning stage are some of the causes for delay which ended up with effect of time and cost overrun, excess material purchase, loss of public trust due to late delivery and also affects owners three month revenue collection plan from water selling.
