The RMP does not include private lands bordering Federal property and does not involve changes in the annual operation of Emigrant dam and lake. The reservoir will continue to be operated to meet contractual obligations for irrigation and flood control. The RMP effort began in late 1991 and addresses many public concerns and conflicts about the e appropriate and future use of the land and water resources at Emigrant Lake. In general, public issues dealt with the need to improve management and protect existing natural resources and recreational facilities from further degradation. Specific public issues were identified during a public scoping process and pointed to many concerns resulting from the increased demand for recreation on a small body of water and a limited land base" P.
