This master thesis aims to identify the quality attributes of the public space, which would help to manage people’s needs in public spaces. The analysis suggests that the quality of the public space is connected with the context, community needs and identity of a certain space. In the practical part, Vokiečių street is being reorganized. The perimeter of the wide boulevard that emerged during the Soviet era is maintained. One section of the Stalinist period building is being demolished. It breaks down a contrasting structure. The historical structure with cross streets of Žydų and M. Antokolskis is being restored. In the widest section of Vokiečių street, where the former foundation lay, a new building is being created. The old route of Vokiečių street is being restored. Part of the excavated cellars are exhibited. Due to the new construction on the street, the scale of the boulevard is reduced, and due to the strengthened cross connections, three segments of the boulevard are formed: 1) square 2) multifunctional complex 3) park.
