The assessment of environmental noise impact in the European Union
The overall assessment of environmental noise in the EU has been so far difficult because of a set of issues that, despite the promising strict requirements of the Environmental Noise Directive, has not been thoroughly effective in estimating correctly the exposure of European citizens to noise. The main issues encountered are: (1) the incomplete performing of the required strategic noise mapping within the given deadlines; (2) the different format of data reported at EU level; (3) the different calculation methods used; (4) the different strategies adopted concerning the selection of e.g.: roads to be mapped and the distribution of the population within the buildings; (5) the unavailability of a specific set of dose-response curves. This paper will briefly explain the aforementioned technical issues and present the actions that the EU is taking to resolve these, such as the development of the CNOSSOS-EU. A good estimation of the exposure of EU citizens is a pre-requisite to support the effective implementation of the existing policy on environmental noise reduction and evaluate its impact at European level. ; JRC.I.1-Chemical Assessment and Testing
