The certificate from the Land Office has not noticed the allotment of RTRW area, and became one of the reasons didn’t know the transition function of land by the community, and this happens due to the lack of coordination between the Land Board and district/city.The government has issued a policy for the creation of a transfer rights and transitional coordinating function for land, with Head of BPN Regulation No. 2 of 1999 on Permit Area and Regulation No. 22 Year 2010 About RTRWP Jabar Year 2009 to 2029, but its implementation is not aligned.The method is descriptive analytical and explor- ative, to obtain an overview of the policy and the implementation of a land registration system dan RTRW.The lack of cooperation of the Technical Committee for Land and Spatial Dept district/city to be able to check each other for the allotment of land to form a demerit offense allotment of land which is usually done on a small scale.
