Sustainable development of a historic town: preserving the past to sustain the future
Settlements evolve due to a multitude of reasons, growing, assimilating and changing according to the various influences that enact upon them. Over time these myriad influences are reflected as many layers in the fabric of the settlement. The culture and lifestyle also evolves and together these tangible and intangible aspects of the historic district come together to give the city its distinct identity. As cities grow and advance the older districts undergo transformations that may be detrimental to the original settlement. Since the lifestyle and built form are inexorably linked any change in either will result in loss of heritage, both tangible and intangible. Thus sensitive planning is key when dealing with such re-planning or redevelopment issues. One such historic district is the old town of Badami in Karnataka, India, where the 2013 master plan for the Badami town proposes drastic changes to the historic district. This could result in unforeseen changes that may not always be positive for the development of the town in the long run. While various efforts are on by the Archaeological Survey of India to conserve and preserve the monuments, the fabric of the town itself, with its unique built form and lifestyle is being ignored in the planning and development process. This paper looks at how re-planning of historic districts should be a sensitive process keeping in mind the lifestyle, community, and social bonds and the built heritage while addressing the economic and housing issues. It especially focuses on strategic models for revitalizing historic districts in a sustainable way that ensures an economically sustainable plan for preserving the built heritage which in turn could preserve the cultural and social practices that are linked to it.
