On January 1, 2014 new Territorial planning law came into force, which has fundamentally changed territorial planning procedures in Republic of Lithuania. This Master’s thesis aim – to analyze and compare the territorial planning procedures before January 1, 2014 and after January 1, 2014. This thesis also aims to solve the problem of whether new territorial planning procedures will not bring turmoil and long-term damage into territorial planning process. The topic is relevant because the territorial planning is important not only for state institutions and professionals in the field, but also to all residents of Lithuania, as directly and indirectly affect their living and working environment, public health, social problems and consequently economic situation. In the theoretical part of this thesis, the key issues of spatial planning legislation and their evolution from 1991 to the present day are evaluated. Special attention is paid for evaluation of the new planning legislation, its key benefits and drawbacks. In the research part of this thesis, main territorial planning procedures before January 1, 2014 and after have been compared and analyzed. To draw the conclusion, common territorial planning legislation changes in Lithuania cause legal uncertainty, also speeding up and simplifying the territorial planning procedures can cause unnecessary development of peripheral urban areas.
