The City of Cholula has an important rural and religious identity which is struggling between tradition and modernity. It represents an iconic case of peri-urban growth due to its three forms of spatial development: the modular-grid, the rural- and the private-development. These models are the result of stakeholders’ interests and the modification on planning regulations. In this aspect, stakeholders and regulations play an important role as agents of change. In order to guide the local planning with a participatory approach, a socio-spatial management is proposed. ; Die Stadt Cholula ist geprägt von einer ruralen und religiösen Identität, welche zwischen Tradition und Modernität kämpft. Es stellt einen ikonischen Fall der Stadtrandentwicklung in drei Formen der Raumplanung dar: das Rastergitter, die Rurale- und die Private Entwicklung. Diese Modelle sind das Ergebnis von Interessen verschiedener Anspruchsgruppen und von der Modifikation gesetzlich regulierter Planung. In diesem Aspekt spielen beide eine wichtige Rolle als Mittel zur Veränderung. Um die lokale Planung mit einer mitwirkenden Annäherung zu leiten, wird ein sozialräumliches Management vorgeschlagen.
