The peculiarities of the implementation and management of the supervision of the use of buildings is analysed in this bachelor‘s thesis. Aspects and shortcomings of the legal regulation of the supervision of the use of structures are identified, and the possibilities for improving the performance of this function are revealed. The aim of this work is to reveal the situation of the supervision of the use of buildings and to provide the possibilities of improvement. The theoretical part of the work reveals the peculiarities of the independent functions of self-government, focusing on the supervision of the use of buildings, the regulation of the performance of this function and the peculiarities of the management process. The theoretical analysis reveals that the supervision of the use of buildings does not fully correspond to the theoretical features of the definition of the function of independent self-government. The management of the supervision of the use of buildings can be analysed based on P-O-L-C (management process) process stages. The methods used in the empirical study reflect both qualitative and quantitative approaches. The relatively unstructured analysis of the documents allowed to examine the development of the supervision of the use of buildings as an independent function under the Law on Local Self-Government (arose only since 2000) through the prism of national legislation. The change in the content of documents and its impact on the function performed by the municipality - the supervision of the use of buildings and the management process - were examined. Secondary analysis of statistical data was performed while analysing the supervision of the use of buildings from 2010 to 2019 in Lithuania and Radviliškis District Municipality. The statistical data was systematized, compared and interpreted. This analysis helped to reveal how the data and trends of the supervision of the use of buildings in Lithuania change every year, compared to the situation of the supervision of the use of buildings in Radviliškis district municipality. Another method used in this study is a semi-structured interview of two informants with many years of experience (more than 5 years) in a public administration institution (municipality), specifically in the field of building use supervision, who can competently assess the object, the situation of its implementation and management shortcomings. The results of empirical research are presented in the third part of the thesis. The analysis of the legal acts of the Republic of Lithuania regulating the supervision of the use of buildings showed that there is no regulation on the required qualifications of the municipal official who supervises the use of buildings. The secondary analysis of the statistical data revealed the shortcomings inherent in the stages of municipalities’ supervision of the use of buildings process organization and management process. The analysis of the data obtained during the interviews helped to identify the problems arising in the management phase of the building maintenance supervision process, i.e. lack of quality and lack of feedback.
