The goal specifically requires an inventory of the location, quality, and quantity of scenic, historic and natural resources . the goal provides that "where no conflicting uses for such resources have been identified, such resources shall be managed so as to preserve their original character. Where conflicting uses for such resources have been identified, the economic, social, environmental, and energy consequences of the conflicting uses shall be determined and programs developed to achieve the goal." Statewide Planning Goal 5 identifies twelve resources to which the goal is applied: open space, mineral and aggregate resource, energy sources, energy sources, fish and wildlife areas and habitats, ecologically and scientifically significant natural areas, outstanding scenic views and sites, water resources, wilderness, historic resources, cultural areas, potential and approved Oregon recreation trails, potential and approved federal wild and scenic waterways and state scenic waterways" P. i. [4].
