The old plan was revised for a number of reasons, some of which could be summarized as follows: 1) The plan was written in a way to insure that no matter what population came to Ashland (up to 69,000 people), the city had plans to accommodate them. What was not extensively studied was how this population could be serviced, and the effect of such population. 2) The plan was too general to utilize regarding general city business. 3) The plan did not address general environmental concerns. The City decided to revise the plan as early as 1971 - the actual acceptance of the work schedule took place in November 1974." P. 2-3 [4-5]
