Planners' qualifications for metropolitan transportation projects
For Metropolitan Planning Organizations (MPOs), the process of project planning is thought to be very important as their planned budgets depend on the accuracy of planning outcomes. While project success is dependent on the qualification of planning team members, there is no guideline available that is tailored to the needs of MPOs for establishing minimum required qualifications to develop preliminary project scopes. To address this problem, this research defined a qualification matrix to enhance MPOs’ project scope definition process. This matrix may be used as a mean to identify gaps in knowledge and develop training for MPOs technical staff, or as a guide for local agencies collaborating with MPOs, or as basis selection criteria when hiring consultants. This study focuses on highway projects in metropolitan areas with a population greater than one million where MPOs spend approximately 49% of their budget on these projects. A quantitative analysis revealed 42 knowledge areas as the minimum competencies required for developing metropolitan project planning. This conclusion was made possible through a rigorous evaluation of planning best practices, the consultation of experts, and a survey instrument with a response rate of 67% that permitted to obtain the input from the largest MPOs across the nation.
