Integration of Urban Scale Development Sustainability Assessment Tools Into Strategic Environmental Assessments of Municipal Spatial Plans
This investigation seeks to provide deeper insights into the potential for integration of recently popularized third-party Sustainability Assessment Tools into Strategic Environmental Assessment/Environmental Impact Assessment practice as stipulated in chapter 6 of the Swedish Environmental Code. This is explored through an analysis of the aspects generally considered in the Swedish Strategic Environmental Assessment process and those compiled in the technical manual of one of these tools, BREEAM Communities, as well as an interview study with participants in the Swedish BREEAM Communities pilot projects Masthusen and Varvsstaden in Västra Hamnen, Malmö, and participants in the HållbarhetsCertifiering av Stadsdelar project, which aims to evaluate and adapt Sustainability Assessment Tools for urban scale projects to a Swedish context.Interviews showed that there is a consensual opinion among advocates for BREEAM Communities that current Strategic Environmental Assessment practice does not incorporate sustainability concerns into spatial planning to a satisfactory degree. One could therefore argue that Strategic Environmental Assessment currently fails to reach its full potential. The most probable reason for this is the minimalistic implementation of the SEA directive into the Environmental Code, which reinforced the notion of Strategic Environmental Assessments as a tool for environmental protection rather than for planning and decision-makingThe final conclusion is that while BREEAM Communities 2009 is not particularly well suited for integration with the SEA practice, BREEAM Communities 2012 is. This revision has corrected many of the mistakes of the 2009 version and can therefore boast a great compliance with the SEA process in the early stages of the planning process. Furthermore the study reveals that the optimal time to begin the SEA/EIA process is during ‘Step 1’ of BREEAM Communities 2012. However, the support for the SEA/EIA process from the construction sector regarding matters of sustainability is not absolute, an issue that needs addressing before integration can be truly achieved. ; Validerat; 20121219 (global_studentproject_submitter)
