Strategies for energy retrofitting of historic buildings and the role of local authorities
Existing buildings play an important role in the green transition which has been emphasized with the new Building Directive from the European Commission. Although preserved and listed buildings have been excluded from the directive, numerous other buildings in European cities have preservation values that might potentially be challenged with increased energy efficiency. This paper raises the question of how local authorities can work strategically with guiding and facilitating owners of multi-story residential buildings that have preservation values (according to SAVE ((Survey of Architectural Values in the Environment)). Based on a study of Danish multi-story residential buildings, we identify three different pathways for improving energy efficiency in buildings: 1) a step-by-step approach where small changes are implemented gradually over time, 2) larger building renovations with several improvements at the same time, 3) a transformation of the building. All three pathways can lead to a better EPC-label (Energy Performance Certificates), even for historic buildings, they also represent different challenges for the local authorities, e.g. in the protection of the cultural and architectural value of the buildings, and the dialogue with the owners.
