Denpasar City is a city that carries the theme of the creative industry with a population of 638,548 people with an area of 127.78 km2. The city of Denpasar is the center of the economy, the center of education and adjacent to the capital city of Bali Province. Population growth each year has an impact on increasing the economy and the necessities of life, so that the development rate that occurs in Denpasar City has also increased. One of the city's problems is housing, especially the community's need for decent housing and affordable prices, to build housing requires a building permit (IMB), where in the management there are several obstacles faced by the community, including: the community does not understand the flow of management IMB, how much will it cost to take care of the IMB, manage environmental documents, and test the carrying capacity of the land, and fulfill other building technical requirements. The solution plan that wants to be drawn up in this community service is assistance to people who carry out IMB arrangements in Denpasar City, especially in Sanur Kaja Village, South Denpasar District, identify other obstacles faced by the community during processing IMB, and provide land testing services to be built with involving the Civil Engineering Laboratory of Warmadewa University. In implementing the aforementioned solutions, the method of implementation is through identification of macro and micro problems. The final hope of this service is the outcome of recommendations for handling constraints in administering IMB in Denpasar City and academic output, namely publication in ISSN scientific journals.
