We formed the proposed model of organisational management cycle based on the cycles of general managerial functions, distinguished in classic theories of organisational management, and having additionally introduced the aspect of organisational learning, emphasised by contemporary influential authors of organisational management Deming and Drucker. It was determined that such functions of organisational management as forecast and planning, coordination and regulation, and management of financial resources were expressed in functional local communities; the functions of organisation, activation and motivation, and raising of qualifications (training) were partly expressed; and the functions of management and control of human resources (oriented towards the sought goals) were not expressed at all.
