MAJOR DELAY FACTORS AND THEIR IMPACT ON THE SUCCESSFUL PROJECT COMPLETION: THE CASE OF OROMIA HEALTH BUREAU HOSPITALS
Ethiopia’s Construction Sector were faced challenges of delay, which is one of the most common problems of construction projects performance. In order to minimize delays, one should only have been recognized their causes through serious investigations and need to take correction actions timely for successful performance of the projects. Delay of Projects can be due to a number of causing reasons which included to groups of the client, the contractor, the consultant, or external factors. As per desk review study conducted on Oromia Regional Health Bureau (ORHB) hospital project’s, the magnitude of delay was up to 396% of the contract time, which indicated that delay was a serious challenge to the performance of the bureau’s projects. The aim of the research was to identify key delay causing factors and their impacts as the case of ORHB hospitals construction projects and forwarded possible conclusions and recommendations based on the findings of the results. After an intensive literature and desk reviews mostly related to the field of factors and impacts of delay; a questionnaire survey was conducted to find the perception of major parties participating in the performance of the construction projects in the region. Accordingly, 60 major causes of delay which categorized into four groups and 20 impacts of delay were identified. The survey was carried out through a questionnaire from 42 participants and collected and analyzed using Relative Importance Index (RII) for ranking. From the findings the 4 identified top key factors of delay out of 12 in ORHB were: Cash flow problems faced by the contractor, Contractor’s misuse of advance payment, Shortage or delay delivery of construction materials and equipment to the construction site by contractor and Instability (Security) problems of the region. The finding indicated that contractors were the major source of causes of delay. The paper further revealed that the most frequent occurring top 4 delay impacts were found Time and Cost overrun, Loss of revenue or profit, Cashflow problems and Escalation
