La restitución del patrimonio cultural del barrio Primero de Mayo. Propuesta para la recuperación del hábitat y la sostenibilidad urbana
El barrio Primero de Mayo, situado en la localidad cuarta de Bogotá, sufre en la actualidad una serie de transformaciones físicas que afectan su desarrollo futuro. Este fenómeno se enfrenta a operaciones estratégicas por parte de la Alcaldía Mayor de Bogotá y el Departamento Administrativo de Planeación Distrital (DAPD), que han clasificado al barrio como Sector de Patrimonio Cultural. El artículo tiene como objetivo proponer una serie de pautas que mejoren las condiciones de habitabilidad del barrio Primero de Mayo, desde la noción de Patrimonio Cultural a partir de la visión de hábitat. Para lograr este objetivo, primero se describe brevemente el fenómeno de transformaciones físicas que se manifiestan en el barrio. Luego, se define un marco conceptual a través de cinco nociones: patrimonio cultural, hábitat, sostenibilidad, calidad de vida y accesibilidad. A continuación, se presentan una serie de acciones que pretenden solucionar el deterioro del hábitat del barrio producido por el fenómeno de transformación física. Finalmente, se propone un modelo de apropiación de la vivienda como sistema dinámico e interrelacionado con el hábitat.
Abstract
The Barrio Primero de Mayo, located in the fourth district of Bogotá, suffers a series of processes that affect its future development, at the present time inside these processes a phenomenon of physical transformations it is presented, as much in the housings as in the neighborhood. On this topic, this phenomenon faces strategic operations on the part of the government of Bogotá and the Administrative Department of Distrital planning (DAPD) that determine the neighborhood as a Sector of Cultural Patrimony. The following article has as objective to expose a series of rules that you/they improve the conditions of habitability of the Primero de Mayo, from the notion of cultural Patrimony starting from the habitat vision. To achieve this objective, first, it is described the phenomenon of physical transformations that are manifested in the neighborhood. Then, it defines a conceptual mark through five concepts, they are: cultural patrimony, habitat, sustainability, quality of life and accessibility. Next, a series of stocks is presented that they seek to solve the deterioration of the habitat of the neighborhood, taken place by the phenomenon of physical transformation. Finally, a Model of appropriation of the housing like dynamic and interrelated system is presented.
